I actually don't think you need to go much faster. Addition up to 10 is too simple for your ability. By now you should be working on subtraction up to 100 and multiplication.
Yes, you should be aiming for under 3 minutes. More importantly you need to be pushing yourself to get accurate scores at harder levels.
